Simple Popover

A trigger-and-content API over the popover primitives. It centralizes open state, positioning and standard content styling for small anchored panels. Use it for ordinary popovers instead of repeating Root, Trigger, Portal, Positioner and Popup composition; use the primitive when the panel needs a custom structure.
